Jerry Brown
has ordered the California PUCs to redesign electricity prices to subsidize inland hot California places at the expense of cool coastal places. Of course, he did this because this is hidden redistribution from the rich to the poor but the unintended consequence of this is to impede climate change adaptation by encouraging more inland development.
In Climatopolis, I argue that we need the exact opposite policy to encourage more development along the coast at higher density (think of Hong Kong). Well done Governor!
